Legal experts pre-testing the By-law Database
A groundbreaking initiative by the Local Government Reform Programme has just been completed and is undergoing final testing prior to national rollout at the end of June 2005. Engineered by UCC software experts, the system allows the whole process of by-law making, from the initial draft by District Legal Officers to the final publication in the Government Gazette, to be an interactive online process involving stakeholders at many different levels.

Under the existing system, it can take many months from the initial drafting of a by-law until publication, but using the new system the whole process should be speeded up and inter-communication between responsible parties made much easier. Those who will be able to log into the system include District Legal Officers, Regional Commissioners, sectoral experts, the Attorney General’s chambers, the Government Editor and the Government Publisher, as well as the owners of the system, the President’s Office, Regional Administration and Local Government. The senior programmer, Dickson Rugaimukamu, explained, ‘designing the system was quite a challenge, as to the best of our knowledge such a system has never been designed before. I have learnt a lot about subsidiary legislation and Government Gazettes! The pre-testing has gone well and we look forward to the next stage of field testing before the national rollout.’
